Test suite to test Rosetta on Windows

These tests are mainly focused on verifying Rosetta build-ability when running on Windows

debug

Compile Rosetta in debug mode. Test will pass if compilation is successful and fail otherwise.

release

Compile Rosetta in release mode. Test will pass if compilation is successful and fail otherwise.
