[Foldit] Add lower bounds for various Ligand Objectives.
The cLogP, HbondDonor and HbondAcceptor objectives were lacking lower bounds on their settings. Add settings for these lower bounds. I also adjusted how cLogP can calculate its penalty to be slightly different.
(The default behavior for filters should be the same as before.)
